MacOSX 10.5.8 was the last version of the OS that ran on both PowerPC and Intel Macs. The version of Flash you can use depends on which type of Mac you have. Either way OSX 10.5.8 is quite old and you can't use the most recent version of Flash so it's no use installing it. I tried to download the latest version of adobe flash player, but when it has almost completed downloading, it tells me that i need to close Safari. However, Safari is not running when I receive this notification. I can't watch Netflix or Hulu. And since Adobe Flash player is going away by the end of 2020, they won't.
